Temping

In common with many jurisdictions
around the world, in order to control their population levels
Jersey and Guernsey have strict rules governing the number of
people who can come to the islands to live and work. Employers are
required to demonstrate that they have attempted to recruit locally
before they can offer the vacancy to candidates from outside of the
islands.
Housing licences are issued at the discretion of the local
governments, the States of Guernsey and the States of Jersey, which
operate independently from one another and have their own laws.
